Belarus participates in ITU's World Radiocommunication Conference in Dubai

Belarusian Communications and Informatization Minister Konstantin Shulgan presented the work of Belarus' communication administration within the framework of the World Radiocommunication Conference of the International Telecommunication Union (ITU) in Dubai, United Arab Emirates, BelTA has learned.

The World Radiocommunication Conference will last through 15 December. There are over 30 items on the agenda. They affect virtually all the radio communication services. Belarus' interests are represented by the country's communication administration. The fourth week of the conference will be the final one. It is supposed to be full of events, including the most important plenary sessions and the signing of the final acts. The final acts are a document that includes all the decisions approved by ITU member states. Belarusian Communications and Informatization Minister Konstantin Shulgan joined the delegation of Belarus' communication administration this week.

A meeting with Director General of the International Telecommunication Union Doreen Bogdan-Martin took place. The parties discussed matters concerning digital development, the expansion of networks of information and communication technologies, which can accelerate the accomplishment of all the 17 sustainable development goals of the United Nations Organization and contribute to the creation of a favorable environment and the coverage of all the population strata with digital technologies. The parties also discussed projects aimed at integrating people with disabilities into all the spheres of public life. The development of the Smart City project was mentioned. The project is supposed to improve living standards, performance and interactivity of municipal services, reduce costs and consumption of resources, and improve communication between urban residents and the state.

The 19 coordinating conference of delegations of communication administrations of the Regional Commonwealth in the Field of Communications (RCC) took place at the World Radiocommunication Conference 2023 on 14 December.

In his speech during the meeting Konstantin Shulgan mentioned the excellent organization of the conference. He thanked the leadership of the International Telecommunication Union for interaction and wished it success. “We are united not only by digital future but the future as a whole and life on this planet depend on our work to some degree,” he said.

Heads of the delegations of the communication administrations of Azerbaijan, Armenia, Kazakhstan, Kyrgyzstan, Russia, and Uzbekistan took part in the conference.

Summing up results, Konstantin Shulgan stressed that this event had once again proven the importance of interaction of all the countries for addressing pressing matters. “Another day of the conference is over. A number of planned events took place. Specialists once again demonstrated the importance and significance of this event for Belarus as one of the countries that develop new technologies. Their development requires actions on the part of all the neighboring countries at least. Some issues that need more work were unearthed. They are related to the introduction of 5G technologies, the frequencies they require, the conditions during their use as well as frequency spectrums used by television, satellite communication, and radio broadcasting. Certainly, all these matters are discussed not only among Belarusian specialists but within the framework of the Regional Commonwealth in the Field of Communications,” the minister noted.

The final day of the conference will take place on 15 December. Decisions will be worked out to determine the development of all the countries, including Belarus, for the next four years till the next conference, Konstantin Shulgan added.

The World Radiocommunication Conference is the supreme forum of the International Telecommunication Union, which is held every 3-4 years to discuss or review radio communication guidelines. The agenda of this year's conference includes matters of the policy on developing radio communication for the next few years, the joint use of the radio frequency spectrum as a resource shared by all the countries, matters concerning the improvement of radio communication guidelines. The effectiveness of international cooperation in the field of radio communication of the ITU member states depends heavily on decisions made at the World Radiocommunication Conference.
